Can expats back in America obtain health insurance coverage for pre-existing conditions?

In my case, I Type 1 diabetes. If I live abroad (Sweden, for example) and return later to America, I have to wait 1 year before I can qualify for coverage of diabetes-related expenditure of health care. Assuming I have a job that offers good health insurance benefits. Assuming I maintain "credible coverage" abroad. As with employer provided insurance benefits private and / or insurance National.

You must maintain "Honorable coverage" while you are abroad. See the link below for more information. Unless you are a former employee of the military or federal government, I see two options: 1) Cobra 2) A state-run, insurance high risk pool. The problem with both options, other than cost, is that emergency services are only covered outside the United States. So, you may need a policy on international travel medicine as well. See the second link. Travel policy will not cover preexisting conditions, or meet the definition of eligible coverage (my opinion). What I do not know, how will you get your medication while abroad?
